INVIMA has issued Resolution 2025013945 of 2025, replacing the previous regulation in force since 2016 (Resolution 2016028087), with the aim of updating and clarifying the guidelines on label exhaustion and the use of adhesives in food and beverage products.
One of the main changes introduced is the extension of the authorized period for label exhaustion, which increases from six (6) to eighteen (18) months. This provides greater flexibility for food industry stakeholders when adapting to regulatory updates, reformulations, or packaging changes.
Unlike Resolution 2016028087, the new regulation establishes more detailed and technical criteria for determining when label exhaustion can be authorized, clearly distinguishing between cases that pose a sanitary risk and those that can be addressed through adhesives or other visual modifications.
The resolution also incorporates requirements from more recent technical standards, such as Resolution 810 of 2021 and its amendments, thereby strengthening regulatory consistency regarding nutritional labeling and front-of-pack warnings.
In addition, technical criteria for evaluating requests have been updated, introducing specific parameters related to font type, letter size, legibility, visual contrast, and adhesive conditions.
Finally, it is clarified that prior authorization is not required for the use of adhesives on front-of-pack warning labels, as long as they meet the standards set out in the applicable regulations.
