In March 2025, Colombia’s Superintendence of Industry and Commerce (SIC) issued a technical opinion on the use of artificial intelligence to generate automated calls as a substitute for human personnel. In its analysis, the SIC considered the National AI Policy, the Ethical Framework for AI (2021), Law 1480 of 2011, Decree 1074 of 2015, and current circulars, including Circular No. 002 of 2024.
The SIC emphasized that the development and deployment of such systems must uphold the principles of transparency, security, and accountability. It also reiterated the need to give special protection to the rights of children and adolescents in digital environments.
Accordingly, the SIC reaffirms the importance of using artificial intelligence in a transparent, secure, and rights-respecting manner in digital settings.
