The new legislation establishes a regulatory framework to strengthen the connection between research, science, technology, innovation, entrepreneurship, and productive development. Its objective is to ensure that universities, research centers, companies, and public entities have the necessary capabilities to systematically transfer knowledge and technology to the market and society.
One of the most significant aspects of the law is the recognition of technology transfer as a strategic component of national development. The legislation assigns the State an active role in promoting research, protecting R&D results, and fostering technology transfer through coordinated actions among the Ministries of Science, Education, and Economy.
In addition, the law encourages the generation of economic and social value from publicly funded research through transfer mechanisms, licensing activities, industry collaboration, and the creation of technology-based ventures.
The legislation also introduces new transparency and accountability requirements for participating institutions, particularly regarding their involvement in science- and technology-based companies and the management of outcomes derived from publicly funded projects.
