The Organic Law Bill submitted by the Government of Spain in April 2025 seeks to establish a safe digital environment for children and adolescents, by safeguarding their fundamental rights and promoting responsible use of technology.

Among it’s core provisions, the Bill introduces mandatory parental controls mechanisms, establishes penalties for the dissemination of illicit content generated by Artificial Intelligence, and raises the minimum age for valid consent to the processing of personal data to 16 years of age. It further awknowledges the role of digital environments in enabling the exercise of minors’ fundamental rights, while identifying specific risks such as “lootboxes” in video games. Additionally, the Bill encourages the safe and inclusive use of technology and imposes new compliance obligations on digital service vendors.

Through this initiative, Spain reinforces the protection of minors in the digital sphere by enhacing safeguards for their security, rights, and participation, while establishing proportionate obligations for technology, vendors operating within its jurisdiction.
