SARLAFT in Transportation Sector

On February 23, 2026, the Superintendence of Transportation of Colombia dropped a regulatory bombshell: the draft circular amending SARLAFT for companies in the transportation sector. And the proposed changes are anything but minor.

First, the income thresholds that determine which companies fall under the authority’s oversight would be adjusted. Nothing extraordinary there. But it’s the second change where things get interesting.

The Superintendence proposes that Compliance Officers must hold a certification issued by ONAC (Colombia’s National Accreditation Body) under the ISO/IEC 17024 standard. In other words: one single valid certification. This would effectively exclude professionals holding widely recognized international certifications, creating a restrictive effect rarely seen in regulations of this kind.

The result? Uncertainty for companies and an additional burden for a sector already battered by the country’s challenging economic and social conditions.

And there’s more. The draft also introduces the possibility of an alternate Compliance Officer — which raises an inevitable question: is tightening requirements to this extent truly necessary to improve the system, or is it overcomplicating what could be kept simpler?
