China recently issued new regulations regarding AI-generated content, set to take effect on September 1, 2025. The adopted measures were developed by China’s Cyberspace Administration, the Ministry of Industry and Information Technology, the National Radio and Television Administration, amongst other entities, following the completion of public consultations. These regulations outline the responsibilities of various entities involved in AI content creation and dissemination, aiming to protect public interest, promote cybersecurity, and regulate the growing AI industry.

The measures include the introduction of both explicit and implicit labeling. Explicit labels, visible to users, and implicit labels, embedded in file metadata, will help ensure traceability and transparency. Additionally, AI service providers, app stores, content platforms, and end-users must adhere to these new rules and clearly identify AI-generated content. This initiative aims to balance innovation with safeguarding public interests and ethics in digital content.
