On July 18, 2025, INVIMA issued Resolution 2025029546, which establishes a new procedure for the issuance, renewal, and modification of sanitary registrations, permits, and notifications (RSA, PSA, and NSA) for food and beverage products.
The main innovation in this resolution is the adoption of an automatic process, which allows these registrations to be granted immediately, without prior evaluation, through the digital system InvimÁgil. A selective post-market review will be conducted afterward, but only for cases that present a potential health risk, based on a prioritization matrix that considers factors such as product type, the applicant’s compliance history, complaints, or past inspections.
If a procedure is not selected for post-market review, it will be automatically considered closed, allowing the applicant to proceed with commercialization processes more swiftly and with less administrative burden.
This measure responds to the need to optimize resources in the face of growing demand for registrations, driven by the Entrepreneurship Law (Law 2069 of 2020), and seeks to balance regulatory efficiency with effective oversight. Additionally, it introduces the concept of cumulative post-market review, which enables an integrated evaluation of successive automatic authorizations for the same product.
Although automation speeds up the process, INVIMA retains full authority to conduct inspections, suspend registrations, or apply sanctions if risks or non-compliance are identified.
The resolution is already in effect and marks a significant step forward in digitizing, streamlining, and enhancing transparency in Colombia’s health regulatory system, reinforcing a risk-based regulatory approach without compromising public health protection.
