UNESCO has released its new global Guidelines for the responsible use of artificial intelligence in courts and tribunals, responding to the rapid and uneven adoption of AI across justice systems. The document sets out 15 core principles —including transparency, security, auditability, and human oversight— along with practical recommendations for judges and judicial institutions to ensure that AI supports rather than replaces human judgment. The initiative addresses significant capability gaps: only 9% of surveyed judicial operators have received AI training, despite 44% already using such tools. These Guidelines aim to serve as an international benchmark and a foundation for national regulations, ensuring that AI respects fundamental rights within increasingly digital justice systems.
