Colombia’s Ministry of Health and Social Protection has issued a new resolution to regulate pharmaceutical managers (GF) and health technology logistics operators (OLTS). This measure aims to formalize their roles within the Colombian General Social Security Health System (SGSSS), as mandated by a 2019 Law.

The resolution, dated September 4, 2025, sets comprehensive operational, financial, and governance standards. Key requirements include: implementing strong risk management systems and codes of conduct, ensuring timely medication delivery within 48 hours, and reporting on specific performance and financial indicators. The regulation also mandates a new electronic registration portal for all GFs and OLTS.

Entities have a nine-month transition period to comply with the new provisions. Non-compliance will result in sanctions from the Superintendence of National Health and Territorial Health Entities, which are responsible for inspection and oversight.
