The First Committee of the House of Representatives approved in first debate Bill 024 of 2025, known as “Clean Slate 2.0,” which seeks to grant delinquent debtors a transitional regime to clean up their negative credit history in credit bureaus after paying their obligations.
The bill has generated debate, as financial information is key to credit risk management. Deleting it could lead to higher interest rates and weaken the culture of responsible payment.
As an adjustment, an amendment was introduced that limits the benefit. Repeat offenders will not be eligible, as the measure will only apply once. For the second debate in plenary, it is proposed to establish a ban on passing more laws of this type for at least 10 years.
This initiative seeks to provide relief to delinquent debtors, but it poses the challenge of balancing consumer protection with the need to preserve a culture of responsible payment and the stability of the credit system.
