The Ministry of Health and Social Protection continues to strengthen Colombia’s health regulatory framework through the publication of a new draft resolution on nutritional labeling and the enactment of Resolution 695 of 2026, thereby consolidating its public health initiatives and reinforcing the financial sustainability of the system.<\/p>\n

The draft resolution repeals Resolution 810 of 2021 and its subsequent amendments in order to establish a unified and updated technical regulation governing nutritional and front-of-package labeling of packaged and ultra-processed foods. Although the previous regulation implemented the octagonal warning seals with certain favorable outcomes, a recent Regulatory Impact Analysis revealed material regulatory shortcomings and normative gaps that warrant correction.<\/p>\n

In order to enhance consumer information and curb the rising incidence of non-communicable diseases, the new initiative introduces three targeted improvements.<\/p>\n

    \n
  1. It incorporates an explicit ultra-processing warning, grounded in current scientific evidence (The Lancet, 2025), that alerts consumers to the health risks associated with the degree of industrial processing, a factor not addressed under the prior regulatory framework.<\/li>\n
  2. It introduces the use of micro-seals, thereby resolving the practical difficulty of affixing warning labels to small packaging with surface areas of less than 30 cm\u00b2.<\/li>\n
  3. It corrects existing technical inconsistencies, remedying current gaps concerning nutritional fact panels, reconstituted products, multi-unit packaging, and the definitions applicable to processing levels.<\/li>\n<\/ol>\n

    Taken together, these measures are designed to facilitate informed consumer decision-making and to strengthen the State’s inspection, surveillance, and control functions.<\/p>\n

    The Ministry of Health and Social Protection has opened a public consultation period through its official website, with comments to be received no later than May 6, 2026, at 6:00 p.m.<\/p>\n

    In a complementary regulatory action, the Ministry of Health enacted Resolution 695 of 2026, which updates the list of health services and technologies excluded from financing with public resources, in compliance with the statutory mandate requiring biennial review of such exclusions. This regulation, resulting from a rigorous technical-scientific and participatory procedure, formally repeals Resolution 641 of 2024.<\/p>\n

    The principal departure from the prior regulation lies in the introduction of technical adjustments aimed at optimizing the application of exclusions and preventing medical prescribing errors. Among these adjustments, the most noteworthy is the removal of ICD-10 diagnostic code R298 (\u201cOther symptoms and signs involving the nervous and musculoskeletal systems and those not otherwise specified\u201d), which was withdrawn on the grounds that it gave rise to inadequate clinical interpretations when prescribing combination analgesics.<\/p>\n

    In addition, the new resolution incorporates three further technologies into the existing list, bringing the total to 117 exclusions, with the purpose of safeguarding the efficient allocation of resources within the health system. The three newly incorporated exclusions are diacerein, minoxidil, and dental restoration by means of metallic inlays.<\/p>\n

    Both initiatives reflect a comprehensive strategy on the part of the Ministry. Whereas the labeling draft strengthens prevention and the promotion of healthy habits at the point of consumption, Resolution 695 optimizes the allocation of resources within the health system by prioritizing technologies supported by sound scientific evidence and demonstrable clinical value.<\/p>\n

    Considered jointly, these measures evidence a dual regulatory approach that combines health-sector regulation with financial sustainability, aimed at improving health outcomes and ensuring the operational efficiency of the Colombian health system.<\/p>\n
