The Ministry of Science, Technology, and Innovation (MinCiencias) has once again submitted to the Congress of the Republic the Artificial Intelligence Bill\u2014an initiative that consolidates over thirteen previous proposals and incorporates input from the productive sector, academia, civil society, and lawmakers.<\/p>\n
The draft legislation, developed in coordination with the National Planning Department, the Ministry of Information and Communication Technologies (ICT), and the Ministry of Education, proposes the creation of a National AI Oversight Authority. This entity would be responsible for setting standards, certifying systems, assessing risks, and safeguarding fundamental rights in the development and deployment of AI systems.<\/p>\n
Key components of the bill include regulatory sandbox environments, investment in research, talent development, and public participation in technology-related decisions. Education is also a central focus, with actions aimed at ensuring equitable access to digital tools.<\/p>\n
Colombia, recognized by UNESCO as a member of the Global AI Supervision Network and participant in the RAM initiative alongside 16 other countries, is positioning itself as a regional leader. According to the Latin American Artificial Intelligence Index (ILIA 2024), the country is classified as an adopter with strong capabilities in AI governance and regulation.<\/p>\n
