The treaty compels Contracting States to adopt a set of rules aimed at establishing limitations and exceptions to facilitate the reproduction, distribution, and provision of copyright works in accessible formats to organizations at the service of blind, visually impaired or otherwise disabled individuals. It also establishes measures to allow the cross-border exchange of these copyright works by those organizations.
