Javier worked in the public sector at the Universidad Industrial de Santander. In which he led the implementation of institutional strategies for the consolidation of an intellectual property culture at the UIS since 2001. With more than 15 years of experience in the formulation and implementation of institutional strategies and programmes on issues related to intellectual property, processes of protection of intangible assets and negotiation of scientific and technological production in universities. Also as an advisor on issues related to the formulation of proposals and administration of research, technological development and innovation projects.

Since joining OlarteMoure in 2016 as Office Manager for the Eastern Region of Colombia, his practice has focused on prosecuting more than 200 patents for our clients and includes strategic planning for the protection and value assessment of new technologies. Also in the promotion and positioning in the region of all the services and capabilities OlarteMoure offers.

Since the end of 2022 he has been in charge of the Government Funds Development, where he is responsible for the Tax Benefits Program and also for identifying sources of financing for strategic projects and strengthening the Deep Tech ecosystem in Colombia and Latin America.
